Autonomous IRM Is the Management Plane, Not Another Control Plane

NVIDIA shipped a hard boundary around AI agents on September 28. The next day, six AI companies signed a White House accord on how they will check their own models. Each covers one end of the problem of controlling agents. Neither reaches the company in the middle, and that gap is the subject of this note.
