What Does ServiceNow’s AI Passport Prove?

ServiceNow’s AI Passport, announced October 13, gives every AI agent a signed credential issued by AI Control Tower. The credential records which systems the agent may reach, which actions and limits it is permitted, and who is accountable, and it is read at the orchestration layer, the network, the agent SDK and NVIDIA infrastructure. ServiceNow’s own framing is the right one: without an authorized baseline, every guardrail is advisory, and a kill switch has nothing to compare against.

This research note assesses the three ServiceNow offerings that form the proposition, IRM with AI Risk and Compliance, AI Control Tower, and AI Passport, against the five functional layers of Autonomous IRM. The three map cleanly to the management, control and infrastructure planes across Layers 1 to 4. The demonstration showed a $25 per-transaction ceiling set in the control plane and enforced at the execution point, with an $18 refund passing and a $40 refund rejected for human review.
